I could not find a way to do this. Is this an admin/mod function only?

Anyone can make a poll. When creating a topic, scroll down and you will see a section "Add a Poll".
Type a poll question, the options, how many days, allow/disallow multiple choice, allow/disallow vote cancelling and then scroll back up and hit "send".
