Maybe Dremel with a wire wheel? That will mostly remove the zinc coating too so you'd have to keep the springs oiled or re-clean them every now and then.

steel wool will brighten them up but they will rust easy. I have been looking at possibly tin plating some with this:

http://www.allelectronics.com/make-a-store/item/er-18/tinnit-bright-tin-plate/1.html

It states for copper but I have some to try it. I also have silver plating powder that I can try.

Otherwise Caswell plating have electroless zinc plating kits available.

I heard somebody say there were stainless steel ,, but all I have come across are spring steel ?? Stupid Dreimal scares me with a wire brush on a spring ?? That plating might work I have cleaned a couple in vinegar (white) and blued them With gun Bluing , just 1-2 coats but didn't act like it wanted to adhere , I pasted them on so I don't know what happened Huh...

Vinegar will dissolve the rust, and take any zinc coating with.  Wash with ammonia (Windex) or baking soda and water to neutralize.  Rinse very well and oil.

If they are stainless after cleaning with vinegar they need passivised, so clean with citric acid.  Many grocery stores sell small containers of citric acid powder in the canning and spice sections.
