My uneducated guess is it is likely broken, I haven't had my hands on one since the '60's, but the parts breakdown I looked at shows the elevator to be one piece, don't see a provision for (adjustment)? A frequent poster here (RSV1COX) does restorations of these plastic models, and does incredible work, might be worthwhile to look at his posts for a possible fix.

Interesting answer.
However, the heat from a heat gun could deform another part of the elevator.
This is not easy to control on a limited surface.
I recently repaired the rod joining the two halves of aelevator broken in transport. I will open a new topic

You must use a metallic cone in the heat gun at the air outlet to focus the sector to be heated.
You can also use boiling water, but you must use the jet of water just in the sector where the piece must be twisted into place.
You should NEVER heat the entire surface. It will deform the whole piece then!
