Re: dacron line set up
The farthest hole from the pivot of the bellcrank goes to the elevator horn. If you build a plane with working flaps, the closer hole is for the rod that works those. Since the Little devil doesn't usually have flaps, you probably just got a bonus wire.
Welcome to CEF, amflyer.
I'll get back to your Dacron and handle question shortly.

Re: dacron line set up
Tell us or show us what kind of handle you have.
If it's an old Cox handle, then the lines are not fastened to it with hardware, only threaded through it.
1. Thread the lines through the center hole on each side of the handle.
2. Anchor one end of the lines and pull the line through the handle until you estimate you're about half way.
3. Finish unrolling the spool and anchor that end exactly next to the first end.
4. Pull the lines tight like you're flying with the handle neutral.
5. Cock the handle like you are pulling UP elevator so the line slides a bit. This creates excess line on the UP side.
6. Wrap the excess line around the adjusting thimble until you are neutral again.
The line is now secured on the handle and you can add clips to the ends.
When you set up to fly, check your neutral elevator, making sure your lines are pointed straight at the wingtip and either wrap or unwrap a bit from the thimble until you confirm neutral, full up and full down.
If you want better line with less drag, get Spiderwire fishing line, or a similar brand of braided Teflon coated Kevlar, about 15-20# test. It's slick stuff, so to prevent slipping, put plenty of wraps around your adjusting thimble.

Re: dacron line set up
There should be 3 wires to the bell crank...1 heavy wire push rod to the elevator, 2 thinner wires are lead outs through the wingtip. Prior to installing the bell crank you need to fit the two thin wires to it. Make sure the finished lead out lengths are identical. Fit the lead out wire to the bell crank, make sure to use adequate turns wrapping the end of the wire around the parent wire. Install the assembly in the wing with the lead outs through the wingtips, then finish the ends as eyes for attaching the Dacron being careful the lead outs are identical, and using adequate turns as before.
The lead outs need to be identical in length so the controls are in trim with little effort.
Pictures please so we can be sure we are answering the correct question.

I would add to Phil's comments that steel cable lead-outs, rather than just solid wire, are also used for that purpose.
I purposely stagger the placement of outer portions of my lead-out ends to prevent them from fouling with each other. Adjustment of the line lengths on the handle keeps control surfaces in proper alignment.
Just an observation from my experience Phil.

Re: dacron line set up
I helped him via e-mail where he sent me pictures. He has a wooden 3 piece handle to be assembled. Not too great looking, but I have a green late 60's Cox handle he can have if he needs it too. Or he can get a red Sig handle from Cox International, Brodak or Sig, but they just don't have an adjuster. I can show him how to make one for the Sig handle. Haven't heard how he's doing today, but yesterday he was frustrated.
Let us know, AMflyer.

AM flyer:
Line adjustment on a red Goldberg handle is accomplished by inserting a wooden wedge in the hole in center of the handle locking the lines in the desired positions.
Welcome to the wonderful world of Cox!
