Stooge Question - Page 2 Empty How DO you work this thing?

I don't know Joe. I saw it on that other forum and could not envision it as a stooge or one man launcher.  I looks like it's calibrated to measure tension.  At least it has the Cox name cast into the handle!!  Small Cox Logo
