Yes.
The 7X3 prop will turn at 15,200 rpm and 15,000 rpm for the Cox 7 X 3.5 prop per The Cox instructions packed with the engine.
Interesting, Cox also states 15,200 for the 6X5 and a maximum of 16,000 for  a 6X4 prop.
