I came across this such engine not long ago, it does not track you. Tracking is getting worse all the time, If I search for tires online then go to another website a tire add pops up.
If I bid on an item on eBay that item shows up as an add in Facebook ect., ect. This isn't much but its a start.

yea ; I just had to restore my cumputer and still have wxdownload that i havenot found a way to get ride of yet it don't even show up in remove / programs??? Stupid add ons !! Eric

A few things I can think of right off the top:
Check your browser addons and see if wxdownload is listed as a BHO, a browser helper object. You may be able to disable it from there.
If Add/Remove can't find it, you could try Revo uninstaller and see if it lists it. That's a good program too, it can strip unwanted program components from your registry too.
Malwarebytes(download MBAM)may find it and list it as a PUP which can be removed or quarantined. That's one you should run once a week or two anyway alongside your antivirus program. Not all PUPs are bad, just little used programs.
Type "wxdownload" into your start/search(win7). If found, right click and select "open folder location" and delete it. Or "search" (win xp) and find its folder.
If it's listed in your task manager you can find it manually and delete it.
