Simliar "gun buy back" situation in Seattle.
SPD sold guns they had purchased to licensed gun dealers who in turn sold them to buyers.
So only the "junker" guns were melted down for scrap. The nice ones are back on the streets.

I've been waiting for a gun buyback to happen here in this town. I want to park outside the venue and watch people as they bring things to trade for the gift card, and offer cash to anyone who has a valuable firearm that they don't want. I figure if the city is offering a gift card, I can do a private sale and offer cash at or below what the gift card is worth, and people would take the cash over the card. I have no illusions I'd find a firearm like the one above, but I like old firearms, and I'm sure there would be some that pop up that I'd pay for. In Oregon, on the spot face-to-face transactions are allowed without background checks, so it'd be perfectly legal for me to do this. You never know what I might end up with. Last year I was a little too slow when I was at a pawn shop. They had a rare Webley-Fosbery revolver in a case for $250. They just knew it was an old revolver that looked different. When I looked at it, it was familiar, but I couldn't remember exactly why. I went home and looked it up that night, which refreshed my memory, but when I went back to get it, it was already sold. Things like that are what I might hope to find, an old drawer gun that someone doesn't want anymore.

I have an old Japanese rifle my grandfather brought back from Okinawa in WWII. It's a big ol' long gun with a sight that has a flip-up range adjuster on it. I used to take it apart and put it back together when I was a kid. Once the cat jumped on my parts tray and a lock part that keeps the bolt from coming out was lost. I never could find it. As long as you're careful not to slide it too far back, it still cocks and fires, though I've never had any ammo. It looks to be a small diameter round.
I also have a nice Parker Bros. 20ga side by side shotgun that's just beautiful. I used to shoot it, but not in 30 years or so now.

If I may:
The Second Amendment was placed in the USC for a specific reason. The fear of an oppresive government should one arise again.
Fast foward to 2014 and examine the record of the current government.
How willing are you to surrender your firearms? If the crooks won't why should you?

To clarify the funds raised when selling guns to licensed gun dealers were used to fund gun purchases specific to SPD's gun requirements. Example: Glocks over Colts.
