The engine was likely a "retro-fit" on an existing toy.
A common practice when I was kid when our own creatvity kept us entertained in a positive manner.

The old timer who built it was looking for a new engine with a red tank and muffler and I just happened to have the parts. He built it for his grandkids. It moves, but slowly.
