do the deflectors actually make the engine quieter?

The deflectors do not quiet the engine, by any noticeable means. (no chamber) The muffler quiets it a little bit, but not a whole lot like on larger engines.

Cox engines with the mufflers tend to run hotter, especially when the spring is closed - hot gas being contained in a small space around the engine.
