When I was a kid we accomplished the same thing with a playing card attached to our bike frames with clothes pins. As you rode the playing card made the "motorcycle" sound as the rear wheel spokes rotated past the playing card.

ah yes, the tool for fifth graders to make their little bmx bikes sound like annoying cross motorcycles,
