It's bluing, like that often used on firearms.

There's some threads on here about re-bluing cylinders. I'll dig up some links, unless someone else beats me to it.

https://en.wikipedia.org/wiki/Black_oxide Steam oxide is not listed here, but also very common and very likely what was used.
