According to the TD 010/020 instruction sheet (on the L/H side of this page) they are different part numbers.

TD series are identical 128 tpi, but Pee Wee is different, at least I know.

The thread is the same, however the .020 needle is longer. I think the .020 needle would work in the .010, but the spring may not have enough tension to keep it in place. I suspect the other way may not close enough for a running setting.
The Tee Dee .020 needle has a groove in the knurl of the knob.

They are definitely two different parts (we manufacture them) and they may or may not be interchangeable (never tried). However, the spring is the same for both.
